"SAMRAT" rule in Bihar

A non-RSS face of BJP ruling Bihar is proving himself more loyal to the RSS mandated politics to run Bihar than the true blue Shakha trained RSS pracharak can be. Just after being declared as the Chief Minister of Bihar, Mr Samrat Chowdhary started copying the bulldozer style of governance of Yogi ji next door. The daily demolitions of slum dwellings across Bihar in the name of anti-encroachment drive is nothing but war declared against the poor, homeless, marginalised people residing in urban centres, delivering different kind of services to the urban elites and common people alike. They are the main culprits of urban congestion and face daily harassment by the police and extortionists.
Due to shrinking employment in agriculture, migration from Bihar to far off places and near-by urban, semi-urban centres is of no concern to the government which has ruled Bihar uninterruptedly for the last two decades. The SAMRAT government is ruthlessly pursuing the agenda of evicting the homeless, landless people from the urban to the rural areas where they have been living for decades. In pursuing this agenda, the government is fully aware of its class approach. It is not touching the big fish who have encroached upon the vast tracts of government land scattered over the entire state. It has also declared its intention of acquisition of vast tracts of land in and around all districts of Bihar to establish satellite towns by roping in corporate companies. The land loot under this regime in the name of so-called development is nothing but a ruse to hand over agricultural land to the corporate sector.
The entire development trajectory has no place for the working people and the peasantry at large. Peasants are coming forward to thwart these pro-corporate policies. AIKS is playing a big role in uniting all the peasant organisations to make common cause against the pro-corporate policies of the BJP-JD(U) government and safeguard the 80% peasant population of Bihar who are feeding not only the people of Bihar but other States too. In the coming months Bihar will see the large scale mobilisation of the peasants to combat the BJP-corporate onslaught. Three months of BJP-SAMRAT rule has also proved its worth by unleashing ruthless repression against the students, youth and common people of Nagarnausa, under Nalanda district, agitating for the simple demand of opening a degree college at Nagarnausa. On June 18 when the students and youth were agitating under the leadership of SFI State President Kanti Kumar, and District Secretary Savitri Kumari gave a call to shut the market and block the road, the government let loose the most ruthless repression against the common people of Nagarnausa. 39 students and youth along with Kanti, Savitri and Gayatri were arrested and dragged on the road in the scorching sun. After that the entire police force ran amuck. They beat all and sundry. Even women, children, the old and infirm were not spared. Police brutality knew no bounds. Up to now the government has not taken any action against the police officers responsible for such inhuman action. Many leaders of different political parties have paid visits to Nagarnausa and have severely criticised the police atrocities but neo-fascism has come to stay here till it is fought to the end.
The people of Nagarnausa are rising in rage against the police repression and they have decided to organise a big protest meeting at Nagarnausa on July 6. Com Amra Ram, politburo member of the party, Com Srijan Bhattacharya, SFI General Secretary and CPI(M) MLA from Bibhutipur, Com Ajay Kumar, will address the meeting. Large numbers of people from nearby districts are also being mobilised.
Two horrible incidents occurred, one involving a young social worker named Bharat Tiwari, who was gunned down by the police in the broad daylight in Buxar district, and the other in a village near Rajgir where two youths named Pintu Paswan and Shravan Paswan were beaten to death by the priest of "Jhunkutiya, Baba temple". The general reactions regarding the two ghastly incidents marks the lowest depth of governance and general reactions on caste lines.
The encounter of a young social activist evoked reaction in a particular caste and they also did not question the legality of the encounter but made it a caste issue. On the other hand the murder of two Dalit youths would not have come to light if the CPI(M) delegation had not met the family members of the victims.
The CPI(M) will highlight the two issues simultaneously on June 30 as these incidents expose the real neo-fascist, Manuwadi face of the present regime.
The so-called Dalit leaders Jeetan Ram Manjhi. and Chirag Paswan are serving the interest of the BJP by their complicity in trampling under foot the fundamental rights to dissent and to protest.
The SAMRAT phase in the otherwise larger scheme of the RSS- BJP combine will remain a footnote and will be buried as and when the BJP will find a suitable pracharak to run the state.
But Bihar has started fighting back. The coming months will see many more movements like Nagarnausa, which has attracted nationwide attention. On 6th of July a massive meeting of the people of Nagarnausa and adjoining areas and nearby districts will take place in Nagarnausa, addressed by CPI(M) MP from Sikar and PB member of the party Com Amra Ram, SFI General Secretary Com Srijan Bhattacharya and CPI(M)] MLA from Bibhutipur Com Ajay Kumar.
ROLE OF THE PARTY
The party urgently took up the issues of Nagarnausa and the murder of two Dalit youths in Rajgir and sent two secretariat members Com Ahmad Ali and Manoj Chandravanshi immediately on June 18 itself to assess the ground situation arising out of the brutal police repression against the common people, men, women, children, old and infirm of Nagarnausa. After visiting Nagarnausa, they reported in detail about the actual situation prevailing at the ground level. It was heartening to know that the common people are prepared to fightback.
Later on, a high level party delegation led by CPIM state secretary Com Lalan Chowdhary, central committee member Awadhesh Kumar, secretariat member Shyam Bharti and senior leader Arun Kumar Mishra visited Nagarnausa, Rajgir and Bihar Sharif and got first hand information about the police brutality and the murder of the two Dalit youths.
While condemning the police repression and complicity of the local police in covering up the gruesome murder of the two Dalit youths, the party gave a statewide call to launch protests at every district headquarters until the issue raised by the SFI leadership of Nalanda is resolved, arrested SFI president Kanti Kumari and 39 others are released, the murderers of the two Dalit youths are brought to book and the police officers responsible for dereliction of duties and brutality are punished.
The party held a massive protest march in Nagarnausa, raising slogans against the police brutality unleashed against the Nagarnausa panchayat and indiscriminate arrest of youths and students of the area. Com Amra Ram, CPIM) politburo member, Com Ajay Kumar, MLA, Com Srijan Bhattacharya, SFI all India General Secretary and party State Secretary Com Lalan Choudhary addressed the gathering and exhorted the people to carry on the struggle till their demands are fulfilled. They unanimously demanded the immediate release of SFI state president Kanti Kumari and other 38 youths and students from the jail. Till the filing of this report, 31 out of the 39 jailed students have been released on bail.
